Lithuanian spell checker disappeared from LO 3.5. In previous versions it existed and was installed by default. Lithuanian installer still exist, but there is no spell checker in it for native language. Tried to download it separately, but can't find word Lithuanian here: http://libreoffice-na.us/multi-version/dictionary.html
This is certainly a bug and needs to be reported.
Meanwhile you can get it as a separate download from
http://ftp.akl.lt/OpenOffice.org-extras/spell-checkers/
