Copy the cell with the Conditional formatting, switch to the target worksheet, select the cells to be formatted and choose Edit, Paste Special. On the Selection section uncheck all boxes except for the Formats.
It is obviously a bug (or a missing feature...) that the Format Paintbrush doesn't work between two open Worksheets...
You can do it with copy/paste, if you only want to transfer the format then Meny/Edit/Past special/ and select only Formats.
