how to set page numbers in a multi-file document

I'm editing a multi-file document that requires "title page x of y" in the header. I read the documentation about how to set an offset for the page number, but I can't get it to work consistently. About the first 6-8 of the document show the incrementing page numbers, and after that, the header shows "title page of y".

There is only 1 header in each file. No footers. It's not a complicated document, other than the fact that it's about 500 pages long and thus has to be divided into multiple files. I can't figure out why setting the offset under Insert -> Field -> Other -> Variables -> Set page variable doesn't work. Any solutions for this problem?

Solution with setting page variable doesn't work if there is no page with such number. So if you have 8 pages document you can't set page variable value to 9.

Insert cursor at the beginning of the first paragraph of your document and Format > Paragraph > Text Flow > Breaks > Type: page > Position: before > With page style (e.g. default) > Page number: as you wish.
