Downloaded your excellent package this week, but cannot get Base DB to open up. Says I need Java… Is this automatically available from a new version of Libreoffice? I am currently using 4.2.2.1 and my OS MS 8.1 (UK).

Yes, you need Java (a Java Runtime Environment) to use Base module.
To expand on this answer, the Wizards, Report Builder, and Report Designer sub-components are written in Java. Also, if using HSQLDB (default database at this time), it has a JRE dependency. Full list of Java dependencies here.
You have to download it for yourself. And use the 32-bit version even if your OS is 64-bit. LO runs in 32-bit.
You can try to use the Firebird Database within LibreOffice which doesn’t need Java. This feature is still marked as experimental. Firebird Databases are available since LibreOffice 4.2. (see the release notes for further information LibreOffice 4.2: Release Notes - The Document Foundation Wiki )
To turn the experimental features on, you have to go to the Settings → LibreOffice → Advanced → “Enable experimental features” (see screenshot!)
