My guess is that the give feedback button at the bottom of the page is the suggested method, but I figured that this would be a good question to have on the site!
As documented and noted by @Pedro in his answer,
Mail the website list or the admin-handles (webmaster, postmaster,...) directly when you have issues with the infrastructure.
