Sometimes the Ask site is inoperative for a day or more. Where else can I go to get help using LibreOffice?

AskLibO is just one of them (and not even the most important :) )
There are several LibreOffice mailing lists that can be of help, especially the User support list. There is also a user-support IRC channel on freenode.net named #libreoffice.
