Why LibreOffice is not using the Stack Exchange platform for Q&A?

I just discovered the ask.libreoffice.org website and I am a little bit confused about the decision to implement a Stack Exchange clone instead of creating a website on Stack Exchange.

Why? Because, I think there is a huge advantage on being part of SE network because you are getting traction and additional traffic from other SE power-users which do know how to work on such a platform.

Well, there was a lot of discussion about whether to stick with mailing lists, or also have a forum or be part of SE, etc, etc. Now, this is done Let's just hope for the best and contribute to its success if we can.

The Stack Exchange platform isn't free for anyone to use for any purpose. You have to create a proposal on http://area51.stackexchange.com/, get supporters, etc.
