When I select the icon on the desktop, LO spouts error about javascript level. The errors will not close and Task Manager is required to get rid of them. The error mentions something about tools- etc. which I assume is a menu item. How can I get to a menu when the program won’t open? Windows 8.1 dev preview all maintenance, Lenovo Twist, Intel i7, 8G, SSD.

Even in W8.1 there should be somewhere a folder with all your programs in. I would try to start LibO from there.
Next I would try to search the web for the exact error message you get. The problem and solution might not be related to LibO.
Additionally please provide more information on the error message you get. The full text needs to be given.
Also inform on the Java version you have installed.
What happens if you start other programs ? Please name some.
