Its not a Problem to implement such silly “feature”
The Problem is: Users will use it in there workflow and that is IHMO bad choice on the long run.
I don’t get it… if it’s not a problem to implement such a silly feature, why don’t do it? i work in the stock field of economics, and a “silly” feature like a filter by color, it cost me a macro. A macro, for a filter by color? that’s insane. With excel i can do it with just one click. But i work with linux, and i don’t want to use excel for just some feature that calc doesn’t have for now. For the long run, i think that libre office must simplify things, not make them harder.
@karolus - Why is the usage of the feature in the workflow of users a bad choice in the long run? ---- A conditional formating using background colors could depend on several criteria, thus filtering by color would make it easier.

especially in case of Conditionel Formating its aktually easy to filter by the Condition itself – but it becomes more difficult to determine the CellBackColor which depends on the CF.
Your Example of Usage is one of the Reasons why it will go worse.
