Automatically number two parallel lists with global counters

The documents I help to write follow some of the same conventions of Brazilian laws. The basic unit of text is the artigo. Each is introduced by the abbreviation “Art.”. They are numbered sequentially, with ordinal 1-digit numerals (therefore “Art. 1º” to “Art. 9º”) and then cardinal numerals followed by a dot (“Art. 10.”, “Art. 11.”, etc.). We group articles into sections (“seções”), which should appear in a table of contents. Sections should be numbered sequentially with roman numerals. I already defined sections as level 1 in the outline, which worked fine. But I cannot define articles as level 2 in the outline, because then their numbering would restart at 1 at each section. Also, I need ordinal numerals from 1º to 9º and cardinal numerals starting with 10. How can I achieve this? A hypothetical example, in English:

I have solved the problem with numbering styles. I created one numbering style for the first 9 articles, another style for the rest of the articles, and one numbering style for the numbered sections. This does what I needed.
