How do I change straight quotation marks to curly ones if my version of Write doesn't have Substitution under Edits?

Which version of Writer do you have? Which OS? Which language settings?

It's LibreOffice 3.5.4.2. I'm using a Mac OS X 10.8. English is the language. Thanks for any help.
