Does anybody know what's causing this? The color at the top is the background color set in the picture dialog.

Are you still seeing this weird behavior with the latest build?
If so, sounds like you might want to file a bug about this problem, and provide a list of steps that can reproduce it. The QA team will be happy to help you track down this issue!
