I recently reinstalled LibreOffice and now I am unable to open PDF format with Writer like I had been able to. It pops up "ASCII Filter Options" and then everything shows up only as characters. It never did this previously. Suggestions?

You can't open PDF files with Writer. There is a bundle extension which imports PDF files in Draw. You can check if this extension is installed in menu Tools > Extensions Manager.
The only case where you can open a PDF file in Writer is the case where the file is in hybrid PDF format. In that case the OpenDocument file is included in the PDF and it is that part of the pdf which is open by LO-Writer.

Can I save from this open document file to PDF so others can go back and edit the PDF later?
