I've just converted a html to doc using LO 3.5.6.2 command line. However Google Doc Viewer failed to read this converted doc which is extraordinary small in size. Is this converted doc abnormal in format?

Yes, the converted doc can be read by LO.

Sometimes Google Docs have problems even with files created in original MSOffice suite.

Did you try to open the resulting doc file in LO, to see if the conversion was correct ? If the doc file is correct, then the problem is perhaps on Google Docs side.
