When you say "Khmer OS fonts," is that particular font face or font family, or is that a set of fonts bundled with "Khmer OS" ?

If you've got a particular font whose glyphs aren't displaying correctly in LibreOffice, but which display properly in other programs on your machine, then that sounds like a bug. In that case, please file a bug about this problem and make sure to explain where to get this font for testing purposes. The QA team will be happy to help you track down this issue!
