Keyboard is made but does not function, why?

I made a Keyboard Layout using Microsoft’s Keyboard Layout Creator.
But when I used this Keyboard Layout in Word XP, in LibreOffice QWriter or in OpenOffice Writer most of the Glyphs were not displayed.
