Creating PDF-Forms where the form-data can be saved in Adobe Reader would require a license for Adobe’s lifeCycle package/tools (that obvioulsy LO cannot provide, as Adobe wants to see money for that). Adobe Reader expects a specifically signed/crafted PDF to allow saving of the form data. Only Adobe Tools (or tools that use licensed stuff from Adobe) can create forms that can be saved in Adobe Reader.

So the solution is to not use Adobe Reader, but some of the free alternatives that don’t have that restriction, that can save the form-data nevertheless. Evince for example is suitable and also is available for windows ( https://live.gnome.org/Evince/Downloads/ ) and free as in “free software”. For both linux and windows there are also quite a few alternatives. One of the first hits in a google search fow windows was PDF-XChange Viewer that is also available for free (as in free beer)

Joking: Is there also software being free - as in “free of lice”?

Fillable forms that can “be saved” - what do you mean “be saved”? :

  1. save as a whole file with a filled in data - flattened out PDF - then you just print the PDF form file with data in into PDF, most PDF printers will do that in a correct manner.
  2. to save just filled in data - in XFDF format - you can use e.g. free Foxit Reader that allows you to save(export) XFDF file with just a data from fields
  3. to save PDF with still fillable form fields but alerady data in - in Acrobat Reader etc. , just Save.

To export from Writer a PDF form - create a form in Writer with Form Design/Conrtrol tools, then File -Export to PDF - Create PDF Form with checked in Create PDF Form menu item, you’ll get PDF with fillable form fields that can be saved as above.
