If your image is not an element of some paragraph, i.e.its position does not matter vis-a-vis a paragraph (you can always insert a cross-reference to cite its reference number or caption if you need it without having the image inside said paragraph), the best anchor is To page. The frame/picture insertion dialog has a section called Position where you can center it vertically and horizontally. Wrap options tell how text flows around or through the picture.

In case you need your image to be related to some paragraph, so that editions (text insertion/deletion) do not separate the image from this paragraph, the convenient anchor is As character making the image a "big" character of the paragraph. In this case, the positioning possibilities within the paragraph are limited to small adjustments relative to character baseline. You essentially align the paragraph as a whole: left/center/right between paragraph margins, margin settings and spacing above/below.
