You need to define a new Draw template and set it as default. On an empty Draw document, open the Style editor with F11 and modify the Default style. After changing all the settings you need (background, borders, etc.) go to File → Templates → Save as Template → Give it a name → check the option Set as default template. Done.

EDIT: Sorry, I did not see that it was about Draw objects within Writer. In fact, it's not possible to set a different default for graphic objects in Witer:
