@rufus1608: It would help if you could tell us what Operating system and LibreOffice version you use ad where you found that "Industrial Icon Set".

While the Tango theme incorporates parts of it, the Industrial set itself is incomplete and not supported any more.

If you really want to work on the theme for yourself:

Note: You'll need administrator/root privileges to do this.

  1. All of the icons are still in the LibreOffice core repository, so you can download them with the LibreOffice source code, for instance from here (or through cloning the repository via git).
  2. Navigate to icon-themes/industrial in your download and unpack it to somewhere.
  3. Optional: delete all the SVG and XCF files to make the theme smaller
  4. Zip the folder again, name it "images.zip"
  5. Go to the LibreOffice program folder (on Windows usually: C:\Program Files\LibreOffice; on Debian/Ubuntu: /usr/share/libreoffice), then go to "share", then "config"
  6. Optional: Rename the old images.zip, so it won't be overwritten in the next step
  7. Move your own ZIP file into the this folder.
  8. Open LibreOffice
  9. Open the Tools menu, go to Options..., choose View
  10. Set Icon Style and Size to "Galaxy" (don't worry, this is intentional), then click OK

LibreOffice should now use the Industrial theme. Be prepared that some icons may be missing.
