There is a probably related bug tdf#61743. The original reporter was myself but it was one of my early attempts, and I didn’t a good job.

The original claim of that bug was that named ranges (may be single-cell ranges) do not work with relative path-saving. Later the aspect you mentioned came into sight. There is a recent (2017-04-19) comment #12 by Eike Rathke making an assumption about the background. The bug is still not assigned. You may try a kind of bump adding to that bug.
