How do I apply columns to a paragraph in Writer (LO6)? The columns functionality, which was ‘universally applicable’ seems to have moved entirely to page formatting, or am I missing something?

To “apply columns universally”, you need now to:
- select a range of paragraphs,
- and then explicitly insert a section (from menubar:
Insert
-Section...
) and - setup columns there (one of the “tab” options in the Section insert pop-up dialog).
The previous menu item was a shortcut for that.

In your document choose the section you desire to turn into columns; mouse-click at the beginning and hold down your mouse to the end of your selection. Then in the menu bar choose Insert, in that menu choose Section. A pop-up box with 5 tabs, the 2nd tab is Columns.
