The shape of the image will rotate, but the picture remains upright within the rotated space - I want the picture rotated. I’m using the rotate button, what am I doing wrong?
I now realize part of the problem is that I started with one of my old Microsoft Publisher document. The old photographs from that document will not rotate properly, but photographs that I insert with LibreOffice will rotate properly. Any ideas on how to get the old images to rotate?

Sounds like you want both items to rotate simultaneously. Hold down Shift key & select each item. Then release and proceed to rotate. All selected items will rotate together.
