can the draw function of LibreOffice be used to make graph paper?

Please explain “graph paper”. Perhaps a link to an image?

This depends on the expenditure concerning time you are ready to invest. You can put lines in calculated positions and assign calculated sizes… You can place labels…
What do you actually need?

Concerning the “simple grid” @Regina mentioned I can provide my template for A4 square paper (1 cm).

There cannot be a template for “any graph paper” as long as not the universe of graph papers is clearly defined and restricted. If someone created something in the field, it had to come as a wizard rather than as a template. Think of the chart wizard to understand what I mean.

For a simple grid it is very easy. Draw a vertical line at the left edge. Then use Edit > Duplicate with the x-distance you need. Same with a horizontal line at the top edge and y-distance you need. You should put the lines on a separate layer, so that you can lock them when drawing the content. Example Koordinatensystem 1cm auf 5mm Raster.otg.

You can draw sloping lines too. If they are larger as the page, they are cut on printing. Example 3D_Koordinatensystem_Dimetrisch.otg

For a logarithmic scale you need to calculate the first distances, group the lines and then duplicate them. Or you make a chart of two points in calc, copy it, insert it as GDI metafile, break it. Group all lines and drag it to the size you need. Delete the two points.
