I have download it the original site. And with install keeps hanging on KB2999226. Why is there for this NO solution? I have Windows 8.1 64 bits.

Because LibreOffice needs Microsoft's KB2999226 installed to work. And if your system is unable to install this Microsoft update, the installation cannot proceed. That's it. There are plenty of reasons why a system may be unable to do that; we did a lot of effort to overcome some of them - but it's impossible to e.g. fix Windows Update corruption, or some tricks that users do to hard-disable the service. We have a FAQ mentioning that - so no, there's not "NO solution".
