could anyone please tell me what to do if one wishes to share a presentation template with the community and possibly add it to the preinstalled templates?

I haven’t done it myself, but if you register an account here, you will be able to submit templates. It is probably up to the discretion of the core LO team to decide which templates are included with installation packages.
