Binary files .dat

I have several binary files in .dat is not as yet open? or As you import?. All I know is I are tables as CSV. Anyone know the complete procedure to read these files?

MS Outlook tends to hide attached files into winmail.dat files, which is an unimpressive container. Nobody knows why they do it.

@alejonext, you said it’s BINARY file AND CSV file. So what it actually is? Is it a CSV file (text file, openable with notepad, in this case rename it to .csv and open with LibreOffice) or is it compressed DAT database (in this case it could be pretty much anything, you would have to upload an example file to get any useful advice)?
