Image as background and still being able to write over it with format

Hello friends. That’s my question: How can I insert an image as background and write over it with all the functionality of LibreOffice Writer?

Defining Graphics or Colors in the Background of Pages (Watermark)

1. Choose Format - Page.
2. On the Background tab page, select a background color or a background graphic.
