Where is the pull down to format time?
What pull down? Anyway, you get the number formats dialog with Ctrl+1, or menu Format → Cells…, tab Numbers.
And the format of time is generally controlled by your Locale setting. You could adjust that if you want a more general (default) solution, but with fewer options.
Can you give us an example of what you already have, compared with what you want?
