Headings are spread out via Content Navigation View?

When looking at the headings, The majority of these entries are perfectly under each other, but somehow the new entries are strung out? I’m not doing anything differently and would like to fix it. If it isn’t going to look like this via pdf file, let me know but I need it to be absolutely perfect otherwise.

It just means that you have some empty paragraphs with style Heading N, which are shown in Navigator as empty lines.
