To make cover page layout different from other pages, you need to assign a specific page style to the cover and another page style to other pages.
By chance, out-of-the-box LO Writer is shipped with a First Page page style which automatically switches to Default Style page style when end of page is reached (either by overflowing the cover page or with a manual break to next page).
