Can I force a user (in Base) to enter a 10 digit phone number (with dashes) and not a partial number?

You can specify an entry is necessary. You can also specify a pattern field to format the field with dashes in proper positions. If, however, you want a specific number of digits entered with dashes entered in specific places, then you will need to create a macro to accommodate this.
