All items can’t be dragged or dropped into Page / Column / Row or Data Fields.

looks like a bug - had the same problem on Fedora 29 and LibreOffice 6.2.2.2 and installed 6.2.3.2 from http://download.documentfoundation.org/libreoffice/stable/6.2.3. The problem isn’t in that update. As far as I can see you have two choices:
- Wait until Fedora project updates to LibreOffice 6.2.3 (if you are using Fedora repositories)
- Use native LibreOffice packages from link above
