Where is the text insert tool 'T'

I have the drawing, standard, and text formatting tool bars turned on, as usual, but the [T] button is not there. I’ve looked on other menus too. As I look across the drawing tool menu, all the usual icons are there, except the one for entering text. Select, pencil, line, rectangle, oval … etc. Text formatting bar lets me select the font, size, increase, decrease, etc, just can’t enter the text to begin with.

@all-black just for clarification, Draw is not a text program. Draw is a drawing program. Texts can be added in different ways.

  1. Insert>Text field (F2)
  2. Insert>Fontwork ...
  3. Insert a drawing object (e.g., circle). Double click on the circle and insert text.
