Where is the text insert tool 'T'

I have the drawing, standard, and text formatting tool bars turned on, as usual, but the [T] button is not there. I've looked on other menus too. As I look across the drawing tool menu, all the usual icons are there, except the one for entering text. Select, pencil, line, rectangle, oval ... etc. Text formatting bar lets me select the font, size, increase, decrease, etc, just can't enter the text to begin with.

@all-black just for clarification, Draw is not a text program. Draw is a drawing program. Texts can be added in different ways.

  1. Insert>Text field (F2)
  2. Insert>Fontwork ...
  3. Insert a drawing object (e.g., circle). Double click on the circle and insert text.
