It will be very nice to show this fancy website in localized versions of LibreOffice instead of main website.

I have marked your question up, however it is not clear from your question how this is expected to be acheived. Presumably you are asking about some sort of interrogation of the locale (country) setting on the accessing device. Alternatively, you may be suggesting that English could be shown by default and a pull-down menu provided to allow manual selection of the required language. Note that according to comment #1 in bug FDO#51279 that “not all languages have [a] localized website.”
Localisation (l10n) requires translators and there are currently a number of open, related problems of this nature for the current localised home page (http://CC.libreoffice.org or http://libreoffice.org/CC which redirects to the former, where CC = two letter country code from what I can tell). Some of these open bugs date back to 2012, which may indicate problem visibility, or that translators are not easy to source, or difficulty with the particular translation in question, or something else.
Admittedly, there is not a large amount of text on the leading “splash page” (http://libreoffice.org):

Bug fdo#52008 (TDF Site: Unify localized web site structures) would also appear to be related, as the initial “splash page” indicated would presumably come under “web site structures.” If you feel this bug is not specific enough, please raise a new bug. Thanks. Yes, exactly I meant exactly the “splash page”. The default locale could be browser locale (if available) or English. As you said, there is not so many text though. So I guess, teams will agree to raise the priority of these strings to translate.
If the default is the local language, please make a change of the language easily visible and changeable - “easily” means without scrolling.
@ROSt53, I agree. The usual method is a pull-down list or JavaScript popout at top-left or top-right like: http://www.redhat.com or https://www.suse.com/
@oweng - You selected 2 good examples. Red Hat shows only the country name, which makes people thinking of “sales” or “delivery/download” conditions" thus they will be searching for languages. SUSE is already better because country name/language is displayed. In the case of LibO only language would be find. — The best would be: Language: and then a roll down menu.— I would go for a alphabetical order with main languages (could be determined from the number of downloads) in bold characters. — If possible language change should be possible without enabling Java script as many people use script blocker
