I have made a U-turn into LibreOffice 6.3.1.2-2, there is no problem on ‘Droid Sans Thai’ font.
The numeric characters in cell A1, B1, B2 and B3 should look like in cell B5 in the second image.
Sorry - but it is not clear why you are asking questions about pre-release (unreleased) versions. In general a standard user doesn’t use unreleased versions (6.3.2.1 is a Release Candidate) and from my perspective unclear behavior should always go to a bug report.
