Are you running 32bit Java? This is required (rather than 64bit Java) as LO for Windows is 32bit. Also try unloading as much other software from memory as possible to determine whether this is being caused by an application conflict (this may assist with determining the exact source of the problem). Also, I assume you have not re-directed your %appdata% folder to another location (as per fdo#50542)?

I can’t find an existing open bug relating to this problem, so if neither Java or another competing service appears to alleviate the issue, please raise a bug. Include as much detail as possible and if you can, perform a backtrace with WinDbg to assist the developers as per the instructions here.
