Office 6.3 very strange looking (not "old" and "ugly" complaint. Hard to even see the icons)

Have not seen this before after searching around to see if the answer was already posted.

"open" "print" etc, none of the icons are easy to see. Second time I have downloaded. What am I dealing with here, but more importantly how do I fix it? I print screened examples from both Writer and Calc because it is common across LibreOffice.

If set, try to disable OpenGL in LibreOffice -> Preferences -> LibreOffice -> View -> Category: Graphics Output -> Option: [ ] Use OpenGL for all rendering and check whether that fixes your problem
-- and / or --
try another icon set at Tools -> Options -> LibreOffice -> View -> Category: User Interface -> Dropdown: Icon style

Thanks much! I fiddled with the Icon Style and now it is looking alright.

This was tdf#119020 (problem in versions 5.4 till 6.1.4), that icons generated for UI scaling were broken on Windows with OpenGL. Those broken icons are cached, and even after the corruption is fixed, already corrupt icons generated and cached earlier are still used (see comment 55 there). See also tdf#128523.
