Why do all calc cells take on row color (import from Excel)?

Have an Excel file a friend made for me with a macro.
Google Spreadsheets imports it without an issue.
Oddly enough, Microsoft Excel online can not import it!
But, LibreOffice can, except that all the rows take on the color specifically set for the single row as they are selected. What code needs to be modified?

As you can see (in this L.O. CALC file), the background is light blue through and through.
Normally, in Microsoft Excel, it would only be blue in the specific, highlighted or selected row.
