Is this a feature by design - or a bug?
A frame, created on a page can be dragged into the footer area.
Text in the frame can then be created or edited.
If no part of the frame remains above the footer area handles don’t appear, so frame can’t be moved or deleted.
Only work around seems to be to adjust the footer or type into the frame so its top pops above the footer.
