What format should I use to enter a phone number starting with a zero

I am setting up a database and want to include phone numbers, some of these numbers start with a zero eg: 0161
but every time I enter the number the zero is omitted and appears as 161

Highlight the column or cell (make sure the cells are not empty)
Click on Data, Then Text to columns, In the lower box click on Standard, In column type click on Text. DONE
To change the cells back to original. Highlight column, Click on Format, Number, General. DONE
