What’s your operating system? In what way did you install LibO? Was it the first time you installed any LibO? If not, what was the previous version? What did you already try? In in what way (messages?) did it fail?
Pure guessing won’t lead anywhere.

- And what did you then? (Downloading the install packages is not sufficient)
- Did you install?
- Did it successfully install?
- Do you get any error messages, when trying to start?
- How do you try to start?

On windows, I suggest it is better to install LibreOffice as administrator and allow all users. You will find the installation to be pretty smooth; however…
If Windows (at home) then there is not administrator role - please ensure you have downloaded the windows version (and select language) you need.
