Why does CTRL+V paste the next-to-last cut text?

In LibreOffice 6.3.4.2 Writer on Ubuntu 19.10, when attempting to paste cut text within the same document, sometimes the next-to-last (i.e., penultimate) cut text is pasted instead. After undoing the cut and re-cutting, I am able to paste the text. This happens only in LibreOffice Writer, not in other applications, and it only happens after using Writer for some time. Closing and restarting Writer temporarily fixes the problem, but it eventually reappears.

undoing the cut and re-cutting

Seems to be a problem of your clipboard manager, after re-cutting you have the same thing in your clipboard manager twice.

Is the clipboard manager controlled by LibreOffice or Ubuntu? This problem doesn’t occur in other apps, so it’s something to do with LibreOffice.

It does happen in other apps; I bet @erAck has a link to the discussion.
