Add page number and resize each page of a document

I have an A4 pdf document, I want to resize all pages and add page number, using draw.
The final format must be A4, resize only the internal text.
Is it possible?

PDF files can usually be edited in a limited form in Draw, e.g. Correction of typing errors. You can test it yourself with what you plan to do, but you won’t be happy with it.

There are tools (e.g. on the Internet PDF24) with which further processing is possible.
