I think we need scrollbar in LO's Customize option so that users can peacefull use the option which are not visible in the screen.

I have experienced this many times but never reported this issue. But its really annoying 6 out 10 times I could reach these three options which are below in Customize options:

Reset
OK
Cancel

I have to trick the LO window in order to reach those options. Sometimes just dragging them is not enough. And sometimes I can’t even drag the window. I get stuck. As a solution, I need to exit Customize window pressing Super + A which I designed to create any app. But this is not a standard way to do things.

Unless a user doesn’t have a big monitor, this issue can be easily reproducable.
Try opening LO in Fullscreen mode or Maximized Window and open Customize option. Now try to select Reset, Cancel, and OK options.
Does anyone experience this? Or is it only occurring to me!? Should I report this to Bugzilla?

This is probably caused by incorrect initial configuration. The window was too big at this time and the size is kept for later use. Whan you hover the mouse on the top border, do you see the cursor change into a redimensioning tool? However there seems to exist a minimum size under which you can’t reduce the height. From measurement on my screen, it seems to be like 651 px which is indeed too large for VGA (640x480).

Beyond squeezing the window to its minimum, I think you can’t do anything because this dialog is probably managed by the GTK+ library. Does Help>About LibreOffice says you’re using VCL: gtk3?

Can you reduce window size from top or bottom so that it fits within your screen?

@ajlittoz no, I cannot decrease the Customize window size either.

I need to workaround to move the entire big Customize window and somehow manage to put the window in such a way, so that I can see those three button options. This need a couple of attempts. So I create a shortkey named Alt + C for Customize window. So I can try 3 or 4 times. This is bad.

It’s like either u can use Top options or the button options, but you cannot use them both simultaneously like normal software.

If you’re looking for stability, always install from the distro repository. You never know the pre-requisite from advance-notice or experimental versions. Latest (= experimental) versions from LO should be considered laboratory products because they need to be customised for distro configuration architecture (not all distros put the default/reference/config files at the same locations).
