I have office ver 6.0.7.3 build ID 1:6.0.7-0ubuntu0.18.04.10. Running this on LM19.3 ver 4.4.8 kernel 5.3.0-46-generic. I can left click on the placeholder and get it to open but this is getting old fast. Any help will be great. Somewhat new at linux so bear with me if I need to do terminal commands.
I use LO Version: 6.4.2.2 with Linux Mint 19.3.
If I open a new writer document and in the menu, click on Insert|Image I can insert any .png file.

Have you checked View>Images & Charts? This must be ticked to display pictures.
Alternatively, you may also look at Tools>Options, LibreOffice Writer>View and see if Display Images & objects is checked.
Note that wording may be different. My version is 6.3.5.2.
