Hi! Are there templates for compact disk covers in Libre??

It sounds like you found the CD/DVD templates or at least something like it. 
To add to your LibreOffice templates, go to File > New > Templates (click!), and you should see the “Import” button available there. Click, browse to your downloaded template, select, click “Open”, and that should do it.
