I need to be able to fill-in and edit my Credit Karma 2019 Federal Income Tax Form 1040-SR.
I have Windows 10 on my HP computer. Please tell me which LibreOffice version works best on PDF files?

None. Each following version includes improvements handling PDFs, but LibreOffice is not a PDF editor.
LibreOffice is not a PDF editor. It can produce PDF files but does not edit them afterwards.
In a very limited way, the Draw component can somehow edit PDF files. Draw is a vector drawing program. It can load PDF files page per page and will present the elements as a collection of base graphical shapes for repositioning, dimensioning, attributes change (colour, font, …). Note that text is broken up in many at most single line blocks (meaning a paragraph is made of many independent text homogeneous blocks).
As you see, this is not the kind of service you expect. To fill-in an “editable” PDF form, use your favourite PDF viewer.
