My version of LO is 6.4.4.2 Settings for Cal are missing. Is this because this is a beta version?

no it’s not a beta version but most probably you don’t have a calc file open. Module specific settings are only available, if the module is started (in general - Base is excluded from this rule)
Hence
- Start LibreOffice
- Open a new calc file
- Go to
Tools -> Options
and you’ll see the entry LibreOffice Calc in the settings menu on the left pane
