Get message:-
Error 1719 The Windows installer service could not be accessed.
You must have administrative permission to that machine.
If you are still having problems, please copy your download to the desktop and try to install form there.
Lastly be sure to install 32bit / 64bit; depending on what your windows 8.1 is.

The problem seems to be that the MS installer, on my desktop PC, is screwed.
Tried installing LibreOffice on my laptop, also running Win 8.1, installed without a problem.
